Proctor Services, Inc. was founded in 2000 as a premier property management and real estate investment firm specializing in both residential and commercial properties across Charlotte and Rutherfordton, North Carolina. Under the leadership of President Bo Proctor, Jr., CPM®, CCIM®, Lt Col. USMC Reserve (Retired), the company has built a reputation for excellence in managing a diverse portfolio throughout 13 communities in the greater Charlotte metro area, as well as strategic holdings in western North Carolina.

Mr. Proctor began his career managing notable properties like Silverstone (89,976 sq. ft.) and Shadowood (105,760 sq. ft.) and later added Riverwalk Apartment Homes (161,064 sq. ft.). Since 2001, Proctor Services has consistently managed 38,750 sq. ft. of combined storage and commercial space and has been overseeing Oak Park at Briar Creek (228,600 sq. ft.) since 2005.

Recognizing the unique demands of the healthcare sector, Proctor Services has expanded into medical facility property management, focusing on Veterans Affairs Outpatient Clinics and Hospitals. Our Healthcare Division, led by Chip Crumpler, CPM®, brings extensive expertise in managing over 850,000 square feet of medical clinic space, providing meticulous oversight and tenant-focused services tailored to medical environments.

Putting Veterans First

As part of the Pridon, LLC team, Proctor Services is actively involved in the Building Utilization Review and Repurposing (BURR) Initiative for the U.S. Department of Veterans Affairs. The firm has been awarded contracts to manage veteran housing in Nebraska and Kansas, providing full-service property management, occupancy oversight, and maintenance services. Our on-site teams consist of credentialed, compassionate professionals dedicated to serving veterans and their families.

Proctor, Jr.

Pridon's Property Management, Proctor Services is led by Executive, Bo Proctor, Jr., CPM® (Certified Property Manager with Institute of Real Estate Management (IREM)), CCIM® , Lt Col. USMC Reserve (Retired). Proctor has 31+ years of professional property management experience. The company manages healthcare, commercial, office and multi-family properties. Mr. Proctor was appointed the Property Manager of the Year for 2009 for western NC and has been an integral member of the IREM since 1992.

After three and half years of active duty with the US Marine Corps, he initially took over management of Westwood with a total of 212,500sq ft and Double Oaks Apartments with a total of 484,500sq ft. In the spring of 1981, he took over management of Tryon Hills with 217,600 sq ft. He oversaw the complete property management of these properties.

Chip Crumpler, Jr.

Leading Proctor's healthcare division is Chip Crumpler, Jr., CPM®. Mr. Crumpler's experience covers nearly thirteen years of property, facility, association and medical management. Throughout his career, medical management has played a role in medical offices. Chip has handled all day to day management and maintenance oversight functions for over 850,000 square feet of medical clinic space for demanding medical clients. Mr. Crumpler is a self-Motivated professional offering a broad base of well-diversified experience in the areas of management, project coordination, property development, construction and building management. He has exceptional communication and interpersonal skills, mastered effective leadership techniques and excellent capacity for determining problem areas and developing and implementing creative solutions.

Mary Wilken

Also in our healthcare division is Mary Wilken, CPM®, CCIM, CMCA, AMS. Ms Wilken's experience covers nearly thirty years of property, facility, association and medical management. Throughout her career, medical management has played a role, from single practitioner medical offices to surgical centers, Mary has handled all day to day management and maintenance oversight functions for over 700,000 square feet of medical office space. Mary's portfolio is also inclusive of management of over 50 commercial and residential associations, 1,000,000 square feet of general office space, 500,000 of retail and 350,000 of facilities including an adult day care center, YMCAs and other service facilities.

 

Overseeing construction of three 40,000 to 70,000 square foot multi-tenant medical office buildings in Charlotte NC and Lancaster SC, Mary worked with all aspects of building start-ups. Additionally, conversion of a 49,000 square foot in-patient mental health facility to a medical practice and surgical center as well as the operational management oversight for five years post conversion provided significant experience in all aspects of working within a critical facility operation.

Most recently, Mary consulted with a large regional management firm in Charlotte to assist with oversight of a portion of the medical portfolio as they transitioned their internal staff. This consulting also included review of all financial operations and oversight of all expense reconciliations and tenant bill-backs. This encompassed nearly 2,000,000 square feet of tenant expenses.

Additionally, Mary brings prior governmental tenant relationship experience to the team as a prior manager of a 20,000+ square foot regional EEOC office, including lease renewal and expansion negotiation work and a 15,000+ square foot regional OOC office (through governmental requirements), also involving initial build out and expansion.

1980–2003: JS Proctor, CEO

Managed 2,600+ multifamily properties and 26,000 square feet of commercial space in the Southeast. Daily activities included interfacing with on-site property managers, leasing agents, and maintenance managers to resolve any budget concerns, leasing issues and occupancy issues. Developed successful marketing campaigns which, coupled with property maintenance programs, resulted in occupancy rates well above the industry average. Initiated ownership and management of multiple commercial spaces and warehouse facilities. Created safe, affordable and permanent housing for seniors, homeless and disabled persons.

1980–2000: Westwood Apartments, Turnkey Property Management

In 1980, acquired Westwood, a distressed property in Charlotte, NC in desperate need of major renovations. Created a Master Phasing Plan, renovated the 250 unit multi-family community, and made operational and staff changes to improve maintenance and client services. 50 of the apartments were Section 8 set aside units. The biggest challenge was the negative public and law enforcement perception of Westwood. Designed and implemented a new marketing campaign especially for the homeless, disabled and women at risk. Major renovation, coupled with a successful marketing campaign and changes in staff, achieved and maintained a 95% occupancy rate.

1981–2002: Tryon Hills, Turnkey Property Management

Management team provided turnkey property management. 257 units. Totally remodeled with new siding, insulation, energy efficient windows, roofs, appliances, kitchen cabinets, flooring, and bath rooms. Remodeling was done in phases, vacancies created in one phase by from normal turn-over and moving residents to other phases. Provided exceptional property management and maintenance to target disadvantaged, women and at risk-homelessness.

1984–1988 Telfair Manor, Tax Credit Property Management, Augusta, Georgia

Property management included all human resources and management of employees. The project included all bidding and management of vendors and contractors, purchase and control of all supplies and materials. Obstacles were high crime, low occupancy, deferred maintenance, high delinquency, poor resident moral, and perception of property by residents, neighbors, police and city. Complete turnkey real estate property management. Property management included all human resources and management of employees. The project included all bidding and management of vendors and contractors, purchase and control of all supplies and materials, negotiation of all insurance and tax evaluations. Provided all maintenance for the property to include emergency, daily, routine, and apartment turn-over and make readies. Maintained all records, collections, rentals and accounting on computer-based software.

1989–2008: Jamestowne Condominiums, Turnkey Property Management

Complete turnkey real estate property management for a seventy-two-unit apartment community and during the conversion to condominiums. Apartment community was converted into condominiums, and residents were moved within the community to accommodate the construction conversion. Property management included all human resources and management of employees. The project included all bidding and management of vendors and contractors, purchase and control of all supplies and materials, negotiation of all insurance and tax evaluations. Provided all maintenance for the property to include emergency, daily, routine, and apartment turn- over and make readies. Maintained all records, collections, rentals and ccounting on computer-based software.

1994–1999: St Andrews Homes, Tax Credit Property Management

Management team provided turnkey property management. At contract award, St Andrews Homes was a new 34-unit multi-family community. Largest obstacle during lease-up was management of the tax credit status and leasing criteria to comply with state law. Marketed to seniors and people in need of affordable housing. Provided exceptional property management and maintenance to target disadvantaged, women and at risk-homelessness. After improvements and for the term of the contract, residents of the St Andrews enjoyed a safe, affordable, permanent and comfortable quality of life in a highly desirable multi-family community.

2001–Present: Affordable Storage, Commercial and Self Storage

38,700 sq ft of Commercial and self storage facility. Obstacles to overcome when we took over property included construction of additional 11,000 square foot commercial building. Property management includes all leasing, maintenance, human resources and management of employees

2002–Present: Riverwalk Apartment Homes, Turnkey Property Management

144 Units. Obstacles to overcome when we took over property included that it did not have cash-flow, had never been leased up, first multi-family property in east Lincoln county. Property was close to being forced into bankruptcy. Complete turnkey real estate property management. Property management includes all human resources and management of employees. All bidding and management of vendors and contractors, purchase and control of all supplies and materials, negotiation of all insurance and tax evaluations. Provides all maintenance for the property to includes emergency, daily, routine, and apartment turn-over and make readies. Maintains all records, collections, rentals and accounting on computer-based software.

2005–Present: Oak Park at Briar Creek, Turnkey Property Management

276 Units. Obstacles to overcome when we took over property included very high delinquency, high number of evictions to follow and low occupancy. After we started managing the property, the delinquency was reduced 95% and occupancy was increased from the low 70's to the mid 90's. The main challenges have been to stabilize the property and make it a better community for long term residents. Provides all maintenance for the property to includes emergency, daily, routine, and apartment turn-over and make readies. During our managing years, Oak Park's apartments have been remodeled on the exterior and interior thus improving the curb appeal tremendously. We have also improved our resident profile by maintaining high standards and implementing policies and by improving our customer service and overall feel of the property. We invested in repairing the swimming pool which had been closed for several years, adding a great amenity to residents and prospective residents. We also remodeled the rental office and created a business launch where we offer residents a computer and printer for their use and also free Wi-Fi in our office and business launch area. Our success can be seen not only from the outside but also from within our books and how we keep very low delinquency numbers and are always striving to keep occupancy in the 90's.We maintain all records, collections, rentals and accounting on computer-based software.
